This is just a shortcut to Chrome plugins page. When installed, it will add "Plugins" button to the toolbar. Click the icon and you'll open the "plugins" page. It's just a shortcut, but still -- there are two options available: you can set the button to open the plugins list in new tab or in the current tab and, if you want, you can add/remove the shortcut from the context menu.
